Welcome to the CARMEN Project

Thanks for taking the time to visit our website. We are a European eTen project that aims at introducing a multi-media and knowledge based CRM-like service for the public sector, using a common technical platform across different European countries. Or in layman terms we are creating better methods for citizens to have positive experiences interacting with government services through the use of new technologies. Hence CARMEN = Citizens Advanced Relationship ManagemENt.

The CARMEN service is based on existing open source CRM modules, which have been specially designed to improve the relationship between citizens and Public Administrations. Similarly to what happens in the private sector, such service will facilitate the access to and the utilisation of the PA’s databases for the joint benefit of government, citizens and businesses.

 CARMEN project prominent in Prato eGovernance workshop

 CARMEN on the Move

ArticlesComune di Prato hosted a stand recently at Carrara Mobility show in Italy, at the premises of Carrara Fiere, Marina di Carrara. Mobility Show represented a chance of laying emphasis on mobility and environment policies, as to focus the attention on urban sustainability and introducing the solid solutions embraced by Public Authorities.

 Budapest Delegates Hungry for CARMEN

ArticlesThe Carmen Project was on display at this year’s International eParticipation and Local Democracy Symposium in Budapest on 26-28 July. The event, which took place at the Inter Continental Hotel on the banks of the Danube, brought together over 300 delegates from across Europe and the world to discuss the evolving relationship between eGovernment and eParticipation and to critically re-examine the way in which ‘readiness’ in these areas is defined and measured globally.

 CARMEN Attracts Tourism

Interest in CARMEN was raised at the recent Smart Government Forum meeting, held at the Le Meridien Hotel, Piccadilly, London, 07 September.

Tim Light, Managing Director of the King Harry Steam Ferry Company, presented the issues and benefits of collaborative initiatives within the leisure and tourism sector involving bus and water transport operators, the local authority, tourist attractions and the National Trust, in relation to the Fal River area, Falmouth, Cornwall.

 CARMEN Technical Breakthrough

In September 2006 the Black Country Knowledge Society, Leon Streete, along with the assistance of Ancitel SPC, were successful in bridging the gap between the CARMEN MAS Modules and the BCKS business portal, “Free Potential”.
The main achievement was the integration of two separate programming languages - CARMEN using Java and Free Potential using PHP. This has now allowed the BCKS to successfully trial the CARMEN Authentication and Authorisation modules in line with the Free Potential portal.
